48 Officials Disciplined After Deadly Petrochemical Explosion Claims 13 Lives

On January 15, 2023, an explosion erupted at Panjin Haoye Chemical petrochemical facility while maintenance work was being conducted. The blast led to a fire that quickly spread throughout the plant, resulting in damages valued at nearly 88 million yuan (£9.5 million). Following a thorough investigation, it was concluded that the explosion stemmed from a production-related “safety accident,” ruling out any intentional causes.

The incident has led to disciplinary action against 48 officials, including the Party Chief and Mayor of Panjin. These officials faced various consequences such as demotions, dismissals, formal warnings, reprimands, and mandatory educational measures, according to Chinese government sources.

In addition to these actions, fines totaling approximately 60 million yuan (£6.4 million) were imposed on three companies and 11 individuals. Criminal penalties were also issued to 14 individuals, including the President of Panjin Haoye Chemical.
